The Paper in the bottle: Somebody’s mining claim statement. That’s how they did it back in the day. After you filed your claim with the County or State, you would put a copy in a bottle on your claim. Usually in a rock cairn , and some how stake its four corners.
Lot of post-WWII restless ex-soldiers/ prospectors wandering around after the war. This is the period Uranium prospecting took off. A lot of amateurs what to look for, or where to look. Wandered all over the place.
That looked like a prospectors kit.
Somebody stashed their stuff, planning to come back. Some how couldn’t come back, couldn’t find their stash (happened a lot. didn’t do their landmarks, and markers properly), or decided it wasn’t worth it.
Dave ?! Dave !! …. Did you find him, or did you leave him to fend for himself ?! "You shouldn’t have gotten separated bro, We were losing daylight ….. We had to go. Next time pay better attention …. I don’t care if you had to take a leak. You shoulda told somebody ….".

Seems like the wire cutters would be the clue giving away the how and why those items came to be deposited there.. that USGS marker had wire holding up the pole.. chisel for carving a spot to place the marker. old USGS camp. now how long has there been a survey marker there? could it date back to the 1800’s early 1900’s till recent times? maybe what you found was that generations version of a geo cache. first people there stashed something and then subsequent surveyors did the same, maybe why there is such a broad range of dates to the items found.
Come to think of it, you know on some of those back country bench markers it probably took at least the day to get to them, then if you have work to do onsite your going to camp and get up in the morning to start your days work I never gave it any thought but I wonder how many other locations have items stashed. plus if you were going to leave something of value behind and wanted a shure fire way of finding the location again what better way than to leave you valuables close to an established benchmark out in the middle of no where. crikey… now i’m going to have to get out and explore.
